Kind of follows the USA (OSHA) CFR 29, Part 1910, Sub-Part S requirements. That is - if the equipment is used within the work place it is the employers responsibility to ensure that the equipment is safe for use by his/her employees. Sub-Part S describes the means of achieving this.

In the EU there is workplace legislation that in the UK is implemented under the "Provision and Use of Work Equipment Regulations" (PUWER) 1998. In these regulations anything that is provided for use at work is required to comply with the relevant Directives. If the equipment is "old" there are a set of equivalent requirements.
