Don, I'd recommend that you use a rules-based checker rather than a simulator. Cadence has a module, entitled "EMControl" which has a wide variety of rules already built-in. Note that most of them will probably not be applicable to your design and that you'll have to pick and choose judiciously. This tool is a good choice if the board designers are already using Cadence but I don't know if it will accept design files from other tools.
Also note that you can't get anything for free. There is a lot of input that has to made for some of the rules to run.
