kV Common mode for outdoor cables, 4 kV if primary protection is installed.

EN 55024, Table 2 - Immunity, signal ports and telecommunication ports, 1 
kV Common mode for outdoor cables, note if normal functioning canot be 
achieved because of the impact of the CDN on the EUT, no test shall be 
required. 1.2/50 pulse.

I need some help in finding surge requirements for Outdoor Ethernet
100Base-T line (except from what described in EN 300 386). The Ethernet 
line
connected between inside building and outside.
I will appreciate any input regarding this subject. I'm trying to get the
IEEE 802.3U. Is that the right source ?
