If we're smart (are we?) we'll say "fundamental," and let whoever wants to argue what "2nd" means have the arena all to themselves!
I would say there are harmonics of the second order, third order, and so on, to which we refer, in short, as the second and third harmonics (and so on). Don't forget, though, where the terms came from; what IS harmonic motion, hmm?
