Refer to figure 9 in EN 61000-4-4 where the reference plane is clearly the floor. My interpretation is that the reference plane shown under the clamp in figure 7 is the floor, unless the test room floor is not earthed (eg concrete), when an earthed plane covering the area of the clamp must be used for the test.
