The interpretation suggests that ANY digital electronic control used in an industrial plant is exempt from the specific requirements. Or does the exemption apply only to electronic control systems used within public utilities? "The following devices are subject only to the general conditions of operation contained in Sections 15.5 [this is a requirement that the device does not cause harmful interference in use, and is the responsibility of the user] and 15.29 [this states that the Commission may ask the user for information on the operation of the device, and may request a sample device from the manufacturer or importer] and are exempt from the specific technical standards and other requirements contained in this part." Section 15.103(b) lists as an exempted device, "A digital device used exclusively as an electronic control or power system utilized by a public utility or in an industrial plant."
