No, it has no meaning. A Y-cap is earthed/grounded at one end. If there
is no earth/ground, there is no Y-cap, by definition.

There might be a cap from each end of the secondary winding of an
isolating transformer to *circuit ground* of a Class 2 product, but
those are not Y-caps.
