I will agree with you in that the IEC801 series is indeed an old series of standards. However, these standards were revised and renumbered into the IEC 1000-4-x series. Afterwhich, the IEC renumbered these standards to be IEC 61000-4-x. In addition, the EN 61000-4-x series was created as a European harmonized set of basic standards from the IEC 61000-4-x series (please note that any EN standard may differ somewhat from the its respective IEC standard). So, to say that the EN standards replaced the IEC 801 standards is incorrect. With this in mind I still find it curious that EN55024 refers to the IEC 61000-4-x series instead of the EN61000-4-x series as normative references. I wonder if CENELEC chose not to modify CISPR 24 any more than they had to. Just curious. It sounds like the product standard you have is out of date and needs to be revised, if it hasn't been already, to call out the new standards. Today, virtually all product standards call for testing to 61000-4-2 (ESD), 61000-4-3 (RF Radiated), 61000-4-4 (EFT), 61000-4-5 (Surge), 61000-4-6 (RF Conducted) and 61000-4-11 (Dip and Interrupts). Additionally, virtually all product standards require emissions testing as well. It is possible a revision of EN50091-2:1995 would not call for surge testing, but more than likely, it will. I would think if surge immunity were to be required for any set of products, UPS's would be at the top of the list..... I'd recommend it whether you're required to do surge testing or not. (Be careful, I sell surge testers, so you better get other opinions!) Good Luck.
