Do IP phones use a different method for ringing the phone? Analog
phones hit around 90 v on the ringing circuit which puts it into a TNV-2
category not SELV. Not sure that it really matters for the discussion, but I'm
curious about how they ring.

I do not think that IP phone is under the RTTE directive. For a simple
reason, voltage is limited to 48 V (SELV) and the phone itself is a SELV
unit with a microphone, a speaker and a fancy LCD.
Clearly if we "try hard" we may squeeze an IP phone under the RTTE
directive, but the proper compliance path should be LVD.
I would be surprised if an IP phone manufacturer test their product under
the RTTE.

AIUI, it falls into the category in which the manufacturer can choose
either RTTE or LVD + EMCD.
