The RoHS and WEEE Directives have just recently been approved by the EU
legislature. The proposed directive text is available in many locations on
the web, but the final agree-to text (including all ammendments between the
European Commission and the European Parliment) has not been available.
However, it looks like DTI may have a sneak-peak at
http://www.dti.gov.uk/support/summary.htm

around 2006 that is supposed to eliminate hazardous materials from
