My understanding is that the push to get DTV tuners is that the federal 
government has auctioned off the analog broadcast frequencies, or intends
to, and already factored the revenue from that sale into their budget.  The
push has nothing to do with technology development or better service, but
balancing some precarious bookkeeping.  Sound familiar?
