Hi Anil, As you rightly point out, the nub of the matter is the physical location of the equipment during use rather than who might purchase it. EN 61000-6-1 gives the following definition (along with some examples) that's a bit more objective than that given in 55022:
" Locations which are characterised by being supplied directly at low voltage from the public mains network are considered to be residential, commercial or light industrial " That said of course, you have to make the judgement based on the definition given in the standard you're obliged to comply with.
