Products in Canada must conform to the following:
   *         ICES-003 for digital apparatus 
   *         CAN/CSA - CISPR 22-96 for other devices
 
ICES-003 incorporates by reference CSA C108.8-M1983 or CAN/CSA-CISPR 22-96
as an alternative standard.  The manufacturer can choose which one to use.

Canada has no mandatory immunity requirements.  The following Industry
voluntary standards can be used:
   *         ANSI/TIA/EIA-613 
   *         EIA 470 A (a belltap standard)
   *         ANSI T1.308 (applies to central office equipment)
                
ICES-003 is based on CISPR 22 and FCC Part 15.  Devices that meet CISPR 22
or FCC 15 do not have to be separately tested to ICES-003.  Canada has a
"self certification" requirement for
EMC testing.  Any test laboratory or manufacturer that can perform the tests
can certify that the product meets these standards.  IC has a guide to
compliance with ICES-003 named
"Electromagnetic Compatibility Advisory Bulletin (EMCAB) - 3".  This guide
is available from IC's website.  
 
Category I Equipment and EMC
These devices must be certified by Industry Canada. The Radio Equipment
approval process is followed.  The manufacturer or an independent test lab
does the required EMC testing and
prepares a test report that must be kept for 5 years.
 
Category II Equipment and EMC
The manufacturer or an independent test lab does the required EMC testing
and prepares a test report that must be kept for 5 years.  Industry Canada
can request to see this test report at
any time.  These devices are labeled as Class A or B and the notice affixed
to the device as required by ICES-003
 
IC accepts for the purposes of radio equipment certification, radiated
emission measurements taken using a GTEM device under certain conditions.

As far as I remember, US (FCC) do only have emission (radiated / conducted)
requirements.
What about Canada (IC) .... do they have immunity requirements in addition ?
