Hi Ron, One set of warning guidelines exists in UL 913 (standard for intrinsically safe equipment) cl. 17....doesn't address cell phone use specifically but directly addresses the batteries.
NEC Article 500 invokes the need to address the fact that batteries in portable electronic equipment can become an ignition source in locations classified as hazardous....see the fine print notes in the various definition sections of Article 500. I'm betting the forum experts on Haz Loc might provide better references.
