Hi Koh, - Compliance to "essential requirements" from the EMCD is mandatory - The European Commission has defined a list of phenomena to consider for this. - This list is well covered by the Generic Standards + harmonic and flicker tests. - Product standards ( 55020 and 55013 ) also comply to the phenomena to be tested. - Testing to standards is not mandatory. - An EMC assessment is. - A declaration of conformity is also mandatory stating compliance with appropriate standards. - A DoC is a legal document defining your liability towards what is written on it.
The standards you mentioned are harmonized and look appropriate for your product, and cover by their tests the list of phenomena define by the EC. Now these standards are to be mentioned on your Declaration, otherwise you need a third party (Notified Body) to do the assessment for you by direct reference to essential requirements. Radiated immunity tests allow you to define your own performance criteria (degradation of performance) within certain limits. This allows for passing with lousy products. That reasoning made your customer believe testing to immunity is redundant. However Harmonic current tests and flicker tests are not to be considered voluntarily. If selling the product in Europe , your REP (mandatory) will have to bear responsibility for the DoC (he needs to sign with or alone). Using the CE-mark requires a legal body keeping the DoC on European Soil. Find one who will and you will probably not get catched. You provide bad service however to your customers, and any competitor might complain to the authorities, or your product may just be verified in a routine check. Your Rep will then have to pay for withdrawal of the product and will be go to court. Again, the risk is not that high, but if you want to take it ????? "The standards mentioned (EN55020/A12/A13/14, EN61000-3-2, and EN61000-3-3) are for Immunity and Line Harmonics, which as per the standards are not mandatory. These tests currently fall into the voluntary category (in fact for the Immunity test the pass criteria is defined by the submitter) Therefore the speaker is not required and was not submitted for testing to these standards." Is this true? Could anyone able to give some advice. If they provide the DofC to us stating only EN55013 and safety (EN60065), can we sell the product in Europe?
