I am going to make some assumptions. I am keying in on what you said - "it is not actually hooked up to the network." I therefore assume that the device in question connects to a port of a telecom device that is connected to the network. The device in question is not required for the telecom device to function, but is only used to "test/develop/simulate" the telecom equipment. I will assume that the primary function of the device is to process data (in and/or out), so I conclude that the device is ITE.
