Method numbering changes, some Methods are dropped, new Methods added, NB/BB differentiation is dropped, 10uF capacitors give way to LISN's, etc, etc. I can give you an electronic copy of 461D/462D, but I don't know where you might find a copy of "C" or earlier (except in Volumes 11 & 12 of the Don White EMC Handbook series). New procurements should be using 461E.
