This is my understanding, may be incomplete...... It must withstand reverse polarity connection and remain safe. Doesn't have to work afterwards but must not create an unsafe condition ie flame, overheating, damaged insulation or live chassis.
The phrase DC only means that it applies if your equipment operates solely from DC and will not work with an AC input. There is a presumption that when the design accepts AC input it will automatically work with a DC input because with an AC design the first component is a rectifier diode.
