I don't think it was a lack of agreement, it was a lack of data on what
the impact on industry would have been IF it had become an IEC standard,
and thus, in the normal course of events, an EN under the EMC Directive.

It will be IEC 61000-3-12, and there is still controversy about it's
basic principle, that for the connection of high-power loads, it is
necessary either to already have data about the characteristics of the
supply to which you wish to connect it, or to ask the electricity
supplier for those data. It seems just common sense to me, but it is
causing some people to jump up and down and scream.
