I am looking for the origin of the power symbols
0 (off) and 1 (on).

The earliest standards that I have are CEE 10 
and similar where the standard specifies something 
like:

   "Where a rotary switch is used for power,
   the 0 position shall be off and the 1 and
   higher position shall be on."

Do you have the specific wording?  Do you have
something earlier than the CEE standards?
