There is to be an IEC standard IEC61340 on this subject:

IEC 61340-4-1, Ed. 2: Electrostatics - Part 4-1: Standard test methods
for specific applications - Electrical resistance of floor coverings and
installed floors 

IEC 61340-4-5: Electrostatics - Part 4-5: Standard test methods for
specific applications - Methods for characterising the electrostatic
protection of footwear and flooring in combination

Information about work in IEC TC101 on this subject is available on the
