During my final active duty tour, with the US Army in Germany, we deployed Korean-War-vintage, manual telephone switchboards for less critical telephone circuits. That was OK as long as we kept them on US bases and connected them only to US lines, but as soon as we connected them to Bundespost leased circuit, we had to pay a daily fine of (I believe) some hundreds of Marks, because the equipment was not VDE-approved.
