Read CISPR 22 Clauses 8 and 104 how to deal with this.

Comment: Especially the reading at 1 GHz seems rather high, which antenna
and measuring receiver/spectrum analyser do you use?
Which measuring distance do you use?

May be you should consider a pre-amplifier.
