The telecom system manufacturer's responsibility ends at the system level.
However, if manufacturer can see that the interconnection may yield higher
laser class, I recommend that he puts a warning statement in the
installation instructions and specify that the system may need to be
installed in a Restricted Access Location.

And yet another laser question. How would one certify/classify Optical Gear
in "Europe Only" where the transceiver may very well be a class 1 laser, but
because you multiplex multiple channels before launching on the line coming
out of the CO, your aggregate power can be significantly higher than class
1?

This is common in DWDM designs and to make this even worse the power can be
further boosted with an amplifier down the line. So what you may start with
inside your "Controlled Access Environment" is a Class 1 laser but end up
with something much higher than class 1 down the line.

How would you classify/certify this product by laser class? How would you
protect the person working outside of the CO from the hazard? 
Has anyone used or heard of using S/W as a safety device as opposed to using
Automatic Laser Shutdown (ALS) or Automatic Power Reduction (APR)
devices?

Where does the Telecom manufacturer's responsibility for the system end? Is
it at the system or at the other end of the fiber connection including
everything in between?
