Hello Don, From what you say, the U.S. Customs Service is doing their job because there is no proof of compliance or a record to show compliance. Whoever the product manufacturer is needs to verify their compliance with FCC regulations for Customs. This is not an uncommon circumstance. The U.S. Treasury Department works with various U.S. regulatory agencies (FCC, FDA) to prevent imported products from entering commerce that cannot show compliance to U.S. regulations.
