I'm not sure anybody is arguing about having the cables in place during
emissions testing. They have to be there to exercise the equipment. Its during
the immunity portion that is under question, and throwing a fiber cable into a
trench to inject noise isn't purposeful.

Emission testing according to CISPR 22 requires the product to be
configured in an attempt to maximise emissions. This means that all or
most cables are connected, since most emission normally comes from
cables. If some of these cables are fibre-optic, so be it.
