That's right,
We recently did some compliance work on a radio system for the channel
tunnel. It was necessary to combine the test requirements of the railway EMC
standard for telecoms (EN 50121-4) with the exclusion bands and performance
criterion from the radio standards (plus a couple of other tweaks).

The railways have their own standards and Directives. There is an
ongoing problem of compatibility between these and the RTTED and EMCD.
Look for standards issued by CENELEC TC9X and IEC TC9.
