This is one of the ISM (Industrial Scientific and Medical) frequency allocations. The band is 13.553 - 13.567 MHz for maximum emissions for RFID usage. The European limit appears to be 84 dBuV/m at 30 meters. This can be obtained with about 4 mW radiated into a half sphere. A link to some info on this:
