Brian -

Irrespective of the source, IEC60950-1 does contain a Clause
7 and a Subclause 1.2.13.4.  The EN version should not be
missing these portions of the document.  Perhaps you need to
take IHS to task for providing an incomplete or defective
copy of the standard.
