The major change is : In the 1999 version, "In some non-European countries, the transition frequency between conducted and radiated radio-frequency test is optional within the range 26 MHZ and 80 MHZ. In these countries, the test may be carried out at a start frequency lower than 80 MHZ, but not less than 26 MHZ."
