Don't bother; as you've described it, it won't work. Even if you put the
1000 uF capacitor in parallel instead of series, the LEDs will go up in
smoke when you switch on, due to the charging current of the 4.7 uF cap. 

This type of direct-on-line power supply is practicable only for
currents of the order of 10 to 20 mA. 

If you run LEDs directly from the mains, they must be inaccessible,
because the encapsulation doesn't necessarily pass insulation tests, and
could be broken in service.
