The 4th Edition differs from the 3rd Edition plus Amendments 1 and 2 by
making changes in the telecommunication port conducted emissions tests.  The
LCL values change for the ISNs, along with other changes.  Labs will be
needing to have their ISNs re-built or replaced.  Also, the 10 dB relaxation
of the limits for class B devices from 6 MHz to 30 MHz for emissions from
wanted signals is deleted.

You'll need to log on to the IEC web page and buy a copy of the new standard
for the full details.
