I like SoftPlot, www.softplot.com which is a general-use data capture and measurement presentation SW, about $800. It works with many different vendors/instruments, captures and displays data in different formats. You can obtain a demo copy from them. I use it all the times with network and spectrum analyzers and with scopes.
If you don't care for the data-capture part, I believe you can represent data in a polar graph in Excel, by using the "radar" chart type. I just looked at Excel, and it seems possible.
