I would recommend you provide a letter from the manufacturer (you?) instructing approximately as below. Conductor re-identification with tape is permitted by the code and better explained in the code handbook (ref 310.12). Keep in mind a disconnect device is required as in IEC 60950 and NFPA70 article 422.31.
The equipment is suitable for use at 200-240 volts supplied from either ground referenced (as in Europe) or phase to phase sources (as in North America). When connected to a supply with a grounded conductor, the blue wire is to be connected to the grounded supply conductor. When connected to a supply without a grounded supply conductor the blue wire is connected to a phase supply conductor. The blue equipment conductor should be re-identified using electrical tape as black, red or another phase identifying color.
