I don't know if you found what you wanted, but I went to the
PG&E web site and searched on "tolerance."  I got this hit

that references ANSI C84.1 as "the only standard for
utilization voltage regulation."

A quick perusal shows it has what you need transcribed in
this document, though you may want the source standard.
