Marko - I don't know if you found what you wanted, but I went to the PG&E web site and searched on "tolerance." I got this hit
http://www.pge.com/002_biz_svc/powerquality/pdf/voltage_tole rance.pdf that references ANSI C84.1 as "the only standard for utilization voltage regulation."
