In all of the testing I have had done in China it appears that the lab is using the new version of the standard. You might work with your agent to try and persuade the lab. Some agents do this well, some not so well.

On the webpages of SAC (Standardization Administration of China) this new version was annouced with an execute date 2003-05-01. But based on our information CQC still requires conformity to the old version GB 17625.1-1998 for CCC-Mark. There are major differences in Class D specification between the old and new version: For our products, with the old version we need power factor correction, with the new version we don't need it.
