Yes.  Self-confirmation is permitted for products other than
the specific electrical appliances (they are no longer called
"Category B").

I would suggest to read (or make your agent in Japan to read)
the Law and the Ordinance carefully, because notification to
METI and some other paperworks are required for those products,
too.

There are specific EMI requirements, but you can use CISPR 13,
CISPR 14 or CISPR 22 if they are adequate.
