Not in general, of course. When you say 'average value, you mean 'value
measured with the average detector', I suppose, not the average over the
100 kHz bandwidth, and by 'peak value' you mean 'value measured with the
peak detector'. If so, and if the significant emission is a single
spectral 'line', with bandwidth much less than 100 kHz, then the two
values should be equal.
