We currently conduct the DO-160x, Sec. 15 test using a declination compass manufactured by Ames Instrument Company. The compass has 0.5 degree markings which allows you to resolve to 0.25 degrees quite easily by eye. The external test labs that we deal with conduct the test in this manner as well.
