Hi Rich,
I assume SRD's would be the same as all radio devices.  I think the
regulatory agency is Cofetel.  Link to the Website is:
http://www.cofetel.gob.mx  Hope your Spanish is good.  I understand you
need in country representation to handle the approval.  Testing is
probably required and a certificate is issued that has an expiration
date.  That is how it used to work anyway for 2.4 ISM equipment.
