Neil, I find this to be interesting and disturbing. If you read the proposal, on page 5 it is apparent that the EU wants to be in full compliance with the Kyoto protocol on waste and energy. If this occurs as a part of the CE marking exercise, then US manufacturers will be at a sever disadvantage, given the opt-outs that are available to their own people.
