No, but the 12V power supply must be approved, and the TCO or fuse in the power supply must have the "T" mark.
Let me add this remark: I was told (by people that I trusted) not to apply for the approval for a power supply made by a vendor that did not have the necessary Japanese approval in place for other power supplies. The process would be too slow and complicated. I went to a company (in Taiwan) making other "T" marked units and the process was almost immediate and apparently cost nothing. I never saw an invoice for the approval and the unit price was in line with unapproved units from other sources. This history is about 6 years old. Maybe you will get some more recent information.
