A brief note concerning telecoms compliance for Australia.

On 26 Nov 03, Amendment No 2 of 2003 to the TLN (Telecommunications
Labelling Notice) Notice 2001 was gazetted.  Amendment 2 of 2003 introduces
several changes.

One of these changes introduces AS/NZS 60950:2000 into the TLN and allows
compliance with either AS/NZS 60950:2000 or TS001 up to and including 30 Jun
04.  On 01 Jul 04, only compliance with AS/NZS 60950:2000 will be acceptable
(i.e. in terms of the legislation this means that the latest date an
Australian Declaration of Conformity to TS001 can be signed is 30 Jun 04).

I can advise therefore that the following is now official:
a)  Compliance with AS/NZS 60950:2000 as an alternative to TS001 is legally
acceptable as of 26 Nov 03.
b)  Compliance with TS001 will not be acceptable after 30 Jun 04.


Test Reports
There has been considerable discussion in Australia leading up to and since
26 Nov 03 concerning exactly what reports will be accepted by the ACA as
demonstrating compliance with AS/NZS 60950:2000.  The way the Australian
legislation/regulations are constructed the test report must:
a)  be to AS/NZS 60950:2000; and
b)  be from an RTA (ACA Recognised Testing Authority).

As such, the report must clearly state compliance with AS/NZS 60950:2000
(i.e. a CB report to IEC 60950:1999 + Australian National Differences would
not be acceptable because they do not directly state compliance with AS/NZS
60950:2000).  In addition, many CB labs are not RTAs.

Earlier in the year we thought an equivalent report to AS/NZS 60950:2000 may
be acceptable.  As can be seen by the above, this is now not the case.
