Hi Ned:
 
FCC Part 68 does not call out UL 60950-1.  The main focus of FCC Part 68 is
preventing harm to phone network.
 
UL 60950-1 is not explicitly called out in any Federal laws, but many local
and regional regulations and customer specifications call for appropriate
safety certifications.  As a practical matter, it is almost always necessary
to test for UL 60950-1 as well as FCC part 68.
