I don’t understand the exception you mention. Fifteen and twenty amp
receptacles in marinas must be GFCI protected according to NFPA70 clause
555.19(B)(1). Receptacles providing shore power to boats do not require
GFCIs but they must be minimum 30 amp ratings. I don’t know about shipboard
wiring requirements but I would assume the fifteen and twenty amp receptacle
circuits derived onboard would also need GFCIs.
I can’t imagine why you would not want GFCIs in a wet environment.

We are hearing stories of increased use of GFCI's on the power outlets that
marinas provide to each berth. We are trying to determine if this is
code-driven or just people accepting it as good practice.  We know in the US
there is an exemption for these outlets in marinas (although it is done in
some places anyway).  
In particular, we are wondering if there have been code changes in Europe,
Australia, SE Asia, or elsewhere that might be driving this.
