Those of us still using 3 meter OATS may say 6 dB, but that number is
correct only if the length of the reflected path is quite close to that of
the direct path, which is not so for a 3 meter OATS.  On such a small site,
the increase is less than 6 dB, approaching as low as 4 dB for some antenna
heights. 

If you assume all of the reflected signal adds at signal maxima in the
antenna height scan, your calculation of power will be off by only as much
as imperfections in your site prevent it from actually doing so. Measured
NSA already includes these effects.
