Yes, but the intent is whether or not you move it "during normal
operation". Does your modem
instructions say to move it as part of its operation? I think not. After
all, you can touch the back
side of your PC but you don't during "normal operation.

Hi Bob,
My modem is a small product connected to the PC and the telephone outlet
with flexible cables. It is standing on my desk between papers and pencils
and I move it on the table if needed without shutting down. It's like a
telephone set, It can be anyware on a desk.

You would not move a modem "during normal use". You would move it to
reconfigure the system, clean, etc.
And this should be done with the system shut down.

Dear Group,
IEC61000-4-2 defines (Clause 8.3.1) that Direct discharges on the EUT shall
be applied "only to those points and surfaces of the EUT which are
accessible during normal use".
Further-on (Clause 8.3.1.c) there is stated that the following point are
excluded from testing: those points and surfaces of equipment which are no
longer accessible after fixed use or after following the instructions for
use, for example, the BOTTOM and/or wall side of equipment.
Question:
Should a table top equipment (modem) be tested on the bottom side ?
The bottom can be touched if the product is moved, so I have to test. If
instructions are provided not to move it, ESD tests can be avoided.
I'm quite interested in other opinions.
