But that plane has capacitances to all of your circuit elements. Any
noise on the shield will thus couple into your circuits. Shields are
extensions of enclosures and should be connect to local ground
independently of any circuitry, and preferably to the outside surface of
a metal enclosure. 

I'm afraid that you actual question is not clear enough for me to
answer.
