Some directives are sometimes followed by documents issued for clarification. Do you know where a listing of such documents might be found? Do you know if the various member countries have created national laws per this directive? I guess I would suspect that when the directive calls for "less than .1% content of xyz substance by mass prior to (Date)" that the national law would not say much more than this either; in other words, I should not expect any additional clarification from national laws. Is this your understanding also?
