Thank you for the search tips.  The directive contains not only the penta
and octaBDE but many other banned substances.  Lots of reading...  

Some directives are sometimes followed by documents issued for
clarification.  Do you know where a listing of such documents might be
found?  Do you know if the various member countries have created national
laws per this directive? 

I guess I would suspect that when the directive calls for "less than .1%
content of xyz substance by mass prior to (Date)" that the national law
would not say much more than this either; in other words, I should not
expect any additional clarification from national laws.  Is this your
understanding also?

I think you'll find 76/769/EEC (latest consolidated edition) at

Council Directive of 27 July 1976 on the approximation of the laws,
regulations and administrative provisions of the Member States relating to
restrictions on the marketing and use of certain dangerous substances and
preparations (76/769/EEC)
...although, they now seem to be up to 35 amendments (since 1976) plus 4
corrigenda, so some/all dates may be different than after the 24th
amendment.
