The bleeder cable purpose is to "bleed off" any residual discharge that can
be left on the surface you are injecting upon. In the event that a bleeder
cable is not used between discharges than a build up of energy can occur
and you may be injecting the build up plus the power of that particular
injection.
I have never dealt with a spec (any US Automotive EMC Spec) that DOESN'T
require a wire with the 470 OHM * 2 resistive wire.

Hi Folks
Clause 7.1.3 of IEC 61000-4-2:2001 Ed 1.2 mentioned that "the presence of
the cable with bleeder resistors can influence the test results of some
equipment. In case of dispute, a test with the cable disconnected during
ESD pulse takes precendence over the test with the cable installed during
the test." Anybody know the phenomenon of that influence? Does it mean that
testing with bleeder resistor can give worse result than testing without
one?
